The organization should analyze the operational environment

in order to discern the likelihood of an insider-driven event and the impact that the event could have on the organization.

Determine, analyze and prioritize gaps.

 

Organizations have begun to acknowledge the importance of detecting and preventing insider threats.

Just as it is vital to have methods to detect external threats, it’s also important to protect your organization's

assets and systems from unauthorized insider misuse or destruction.

 

Insider threats are an ongoing and evolving issue and your program should constantly be updated

as your policies mature and you learn from safety & security events.

Remember, your constant vigilance is needed to ensure that the grid is protected so we can ensure the lights stay on!

Levin and Roy demonstrated the use of a bipartite graph 

with corporations listed on one side and directors with multiple seats on the other.

The clusters become evident in a physical model using elastic bands and paper clips.

 

The directors and corporations are listed arbitrarily to begin and the elastic bands placed as edges of the bipartite graph.

Then a perusal of the elastics may suggest a re-ordering on one side or the other with the elastics slightly less tense.

After some iteration this procedure reveals a cluster structure in the bipartite graph.

Quasi-judicial proceedings must follow basic standards of due process, including:

Proper notice of the hearing
Providing everyone with an interest in the proceedings an opportunity to be heard and to hear what others have to say
Full disclosure to everyone of the facts being considered by the decision-making body (i.e., no ex parte contacts)

An impartial decision-maker free from bias and conflicts of interest
Decisions based on the facts of the case, not on political pressure or vocal opposition.
