OCTA-Trails Strategic Plan Review
The Oregon-California Trails Association's Strategic Plan rough draft is available for public comment with a critical eye regarding future directions and organizational capacity. If something seems to be missing, please alert us to that fact. If something appears beyond our reach, give us your thoughts on that as well.
If you think of better methods to accomplish our goals, let us know that too. Once we've received comments, we will incorporate them into a report to the Strategic Planning Committee. This committee will then send a final draft to OCTA's Board of Directors in early February so that they have a month to review the plan before voting to accept or reject the plan at the association's board meeting in March 2007.

The Oregon Trail Discovery Trails group included teen pioneers from Kansas, Oklahoma, Missouri and Tennessee.
The group left Kansas City on July 6, camping at Westmoreland, Kansas; Alcove Springs, Kansas and Rock Creek Station,
Nebraska before arriving in Oak on July 10th. The group traveled to Ft. Kearny, Nebraska on July 11th.
The group organized and presented an evening of pioneer entertainment for the
National Association for Parents of Children with Visual Impairments in Omaha
the weekend of July 13 and 14, returning to Kansas City on July 15th.

As a federally commissioned (state trained & certified) Kansas Watershed marshal, I made a personal commitment in 2005 to Kansas Supreme Court Justice Robert L. Gernon, Esq. I promised to preserve the community stewardship spirit of KSC "Golden Case" guidelines for granting special land-use permits.
This landmark ruling aligns with maritime case law governing navigable waters (to the sea) known as the General Prudential Rule (GPR). The GPR which I'm sworn to exercise as a retired USNR Line Officer (1105) requires overriding regional rulings or local regulations compromising HEALTH, Safety or environment of the Wakarusa Watershed's sustainable well-being.
My Failure Mode and Effects Analysis (FMEA) indicates material USACE & USEPA errors and omissions in performing prior environmental impact assessments which became the basis for subsequent "decision traps" ...
