It's all fuzzy thinking, lots of buzzwords adding up to a lot of fluff and very little if any substance. I suspect that you, RJBurkart3 aka geoWizard, is on that planning forum and got them to adopt it as a framework. Before USS Cimarron was decommissioned (1-Oct-1968),

I imagined an inter-regional community stewardship Eco-Challenge along the Santa Fe Trail from Westport (MO) to Springer (NM) to honor midwest mariners who preserve and protect our inland Waters to the Sea …  

So, I celebrated the 10th anniversary of our St. Louis Council BSA’s Expedition 817-F (Aug-1958) by donating CIM’s removable brass artifacts to the  Village of Cimarron (La Flecha). Philmont Scout Ranch was donated in same year (1939) Cimarron Class fast fleet oilers were F1RST commissioned.

As CIM’s last Public Affairs Officer (PAO), I was skeptical about how these innovative (commercial off-the shelf) hull designs were code-named.  On the 60th Anniversary of FDR’s “Four Freedoms” address to Congress (6-Jan-2001), I was aboard Battleship Missouri (BB-63) moored in Pearl Harbor.
